If you sent out enormous ships that picked up salt water from the sea, the ships would shoot the water up into the sky under huge pressure, to generate clouds. Probably about ten to fifteen mini clouds in a day.

If I was a ship designer, this is what I'd do: I would send out ships that would pick up nitrogen gas from the air and compress it into liquid nitrogen. They would carry the liquid nitrogen to the North Pole or Antarctica and release it out the back, turning water into ice.

The energy for compressing the nitrogen would come from mini wind turbines and solar panels on the ship.
